The Essex Restorative and Mediation Service

In some situations, we may suggest you think about using The Essex Restorative and Mediation Service. This service is free and enables those harmed by anti-social behaviour, conflict or even a criminal offence, to have facilitated communication with the person responsible in a safe way.

It gives victims, communities and families a chance to tell the person responsible how they feel about what has happened, ask for outcomes that will help them move forward and get answers to their questions.

It can be effective in showing the responsible person the real impact their actions have on other people.

Both sides must agree for contact to take place. It is a voluntary process to find a positive way forward.

Anti-social behaviour case review

An anti-social behaviour (ASB) case review, formerly known as the Community Trigger, gives victims of persistent ASB the right to ask for their case to be reviewed when the local threshold has been met.

The review brings together relevant agencies, such as the Council, Essex Police, housing providers and health partners, to look at how previous reports have been handled and consider whether further action can be taken to help resolve the problem.

The ASB case review was introduced by the Anti-social Behaviour, Crime and Policing Act 2014. For the purposes of a case review, anti-social behaviour includes behaviour that has caused, or is likely to cause, harassment, alarm or distress to any person.

In Essex, a person can normally request an ASB case review if they have experienced three incidents of ASB within the previous six months and believe that inadequate action has been taken. If the behaviour is hate crime related, the threshold is usually one incident within the previous six months, where the victim believes that inadequate action has been taken.

Between November 2024 and October 2025, we received 4 requests for an ASB case review.

  • 3 of these requests did not meet the Essex threshold.
