Highway flooding and drainage
Highway drainage clears the rainwater from the roads and footpaths. The most common problems are blocked gullies and ditches which can cause water to pool on the surface of the road.

All drainage problems on public highways are the responsibility of the Highway Authority, Essex County Council.
Rivers, streams and coastal flooding
The flooding of rivers, streams and coastal areas is the responsibility of the Environment Agency.
Some drainage outlets are also the responsibility of the appropriate water company.
Private landowners are responsible for the drainage from their land and have a duty to ensure drainage ditches on their land are kept clear to ensure roads and pavements do not become flooded.
